i need some tips on dying the tips of my hair, i don't know how to do it. im using the manic panic cream semi-permanent dye. please??

do it by foiling get sections of your hair dye the tips and cover with foil to prevent the dye touching any hair continue til all hair is done....

Dying tips???...you mean "dyeing"....your question definitely caught my eye! Go to a professional and have it done...it can be tricky and if not done right, can really screw up your hair.
